Visual Studio 2010 Razor Intellisense Not Working

I have tried reinstalling MVC 2, MVC 3, and Visual Studio 2010 Ultimate but intellisense will still not work for Razor. My install steps were as follows: Install Visual Studio Professional. I've nugetted microsoft-web-helpers successfully. Thanks in advance!
- What happened to me is that the web.config file got checked in wrong and was no longer Unicode UTF8.
- When VS 2010 opened the solution, it checks the web.config file for the appsettings:

Again check files must be opened in Razor Editor.

The workaround would be to drop the attached web.config (rename the attached filefrom web.txt to web.config) to the root of the project. Very interesting. Should I be concerned about "security"?
