It may be a different issue than the one the original poster had, but this solution fixed the problem for me in VS 2015. Access the Antivirus category and select the Shield tab. I did some experiments and believe I have tracked it down. I am sure I installed the correct bit (32-bit) version. Check This Out

However, I can see how that wouldn't be so simple if multiple executable projects are in a single solution.
