I looked online and seen something about manually resetting the EOC (or something like that). Interestingly, a time delay 30 amp fuse does not blow, just gets very hot. Any chance you tested with a 20 amp fuse by mistake? AO Smith was one of the companies and the manufacture date is in the middle of the defect period I have no doubt your dip tube is bad. Now the upper is shot.
